Chris Hogben, Associate
Chris has over 36 years experience within law enforcement, is a highly qualified and experienced investigator and is a strategic leader operating at the executive level. As the Detective Chief Superintendent responsible for Crime Investigation and Public Protection, Chris was the County lead for Child and Adult Safeguarding and a member of the Kent Multi-Agency Child Safeguarding Board. He also led a major multi-agency Child Sexual exploitation investigation, establishing combined agency teams including Social Services, Health and Education at the tactical level and led a Strategic multi-agency governance group to provide effective direction at a senior level. Chris has extensive experience in engaging with strategic partners, chairing meetings at the executive level and delivering quality reports. As the County lead for Public protection, Chris worked with Health and County Social Services to improve the response to mental health in vulnerable children. He was also the strategic lead for an EU funded project to develop an internet-based child sexual abuse risk assessment tool, managing the relationships with International Police Force and university partners to produce an evidence-based tool to better protect vulnerable children that were adopted by law enforcement across Europe and the wider international stage.
Chris is an experienced senior investigator, accredited to the highest levels (Professionalising the Investigation level 4). Trained and qualified to investigate high profile, complex and reputationally threatening crime allegations, Chris has led numerous major crime investigations including offences of murder, kidnap and serious sexual offences. Chris also completed the College of Policing Major Crime Review course, accrediting him to carry out reviews of homicide and other serious crime investigations. As well as investigating homicides relating to adults, children and infants, Chris has carried out investigations and reviews of deaths on behalf of HM Coroners, delivering the legal requirements for future inquests as well as managing the expectations and demands of grieving families and intrusive media. This included high profile deaths including suicides, identifying learning for relevant authorities where appropriate.
As well as responsibility for strategic level performance and service delivery across Public Protection, Crime Investigation, Criminal Justice and Counter-Terrorism, Chris provided expert support and advice to Chief Officers, both as head of profession and as the senior policy advisor, he was also a member of national committees, contributing to National policy decision making. A strong communicator at all levels both internally and externally, Chris regularly used these skills to negotiate with key stakeholders, secure support for organisational priorities and chair cross-agency strategic meetings. As the operational lead for the cross Govt UK Task Force, established to tackle the organised criminals behind Organised Immigration Crime, Chris is well versed in developing effective relationships with political and wider cross Govt partners as well as senior international law enforcement partners, including Europol and Interpol. Chris has also presented nationally and internationally, highlighting best practise, influencing operational and strategic decision making and promoting improved public service.
